Most mobility measurements within C7-T5 will show a jagged distribution. The reason to this is that motion segments attempts to optimize spinal sagittal balance through various compenstion patterns. C7-T3 is counterbalanced by T3-5, both  striving towards the Golden ratio. The Phi proportion is used to separate the two compensation patterns defined as Tension type or Compression type. These two opposing patterns can be variable or more permanent. Compare with the "weather report versus climate changes". Repeated CTR measurements will confirm the pattern.
